What constitutes neglect in a nursing home?

Neglect in a nursing home settings could be any refusal or failure to provide food, water, clothing, shelter, personal cleanliness, medicine, comfort, personal safety, or any other needs included in an implied or agreed-upon responsibility to a resident.
